Business insurance quotes in Uganda: the minimum rates by business type

A business insurance quote in Uganda is the value you insure (or your payroll, or a liability limit) multiplied by a rate, and for most business covers that rate cannot go below the minimum premium rates set by the Insurance Regulatory Authority (IRA). In IRA's 2019 schedule, fire cover starts at 0.125% of the sum insured for office premises, 0.225% for shops and malls and 0.3% for bakeries or carpentry workshops, with a UGX 100,000 minimum premium; workers' compensation starts at 0.25% of five years' earnings for office staff and 0.65% for high-risk work such as construction or security. Insurers may not go lower without IRA's written approval, so compare the cover, the excess and the service, not only the price.

How a business insurance quote is calculated

Every quote you receive follows the same arithmetic: premium = amount insured × rate. The amount is the value of your buildings, stock and equipment for fire or burglary cover, your staff's earnings for workers' compensation, or the limit you choose for liability. What changes from one business to another is the rate.

  • IRA sets a floor. Its Approved Minimum Rate Guidelines list a minimum rate for each class of non-life insurance, net of discounts, plus a minimum premium and a minimum excess. IRA's study report restates the rule: non-life insurers must not charge below the approved minimum rates unless they have IRA's prior written approval.
  • No floor for staff medical and life cover. The same report notes that no minimum premium rates apply to life or medical insurance — those prices are set by each insurer.
  • Unusual risks go to a rating committee. For a risk not listed in the schedule, the report explains that the insurer submits it to a rating committee of reinsurers coordinated by Uganda Re, which proposes a rate for IRA's approval.
  • Discounts are fixed too. For fire cover, the guidelines only allow a sum-insured discount above UGX 20 billion: a small business should expect the minimum rate, not below it.
The rates below come from IRA's 2019 guidelines, the schedule IRA still publishes and the one its November 2023 study refers to. Minimum premium rates were also put into regulations in 2023 (the Insurance (Minimum Premium and Maximum Commission Rates) Regulations, amended by S.I. 2023 No. 88), whose rate schedule we could not read online. Ask each insurer to show, on the quote, the rate it applied and the sum it applied it to.

Fire and property: the minimum rate by type of business

Fire and allied perils cover is rated on the occupancy — what happens in the building. From IRA's guidelines, with the premium this gives for each UGX 10 million insured (our calculation):

  • Minimum premium: UGX 100,000. At 0.125%, an office insured for less than UGX 80 million pays this minimum.
  • Minimum excess: 10% of each claim, at least UGX 100,000; for earthquake, 2.5% of the sum insured.
  • Business interruption (loss of profits) is priced as a share of the fire rate, on the gross profit of the whole indemnity period: 50% of the fire rate for up to 3 months, 100% for 9 to 12 months. Minimum excess: 14 days.
  • A building with several activities is rated activity by activity, or at the rate of the dominant one.

Workers' compensation: the rate depends on what your staff do

Every employer must insure its liability under the Workers Compensation Act (s.18) — see our business insurance guide for the penalties. The Act pays 60 months' earnings for a death leaving dependants or a permanent total incapacity (s.4 and s.5), and IRA's guidelines apply the workers' compensation rate to those five years' earnings. For each UGX 1 million of monthly payroll, that is UGX 60 million insured:

The standard cover is limited to accidents at work and on the direct way to and from work. According to the guidelines, extending it outside working hours, or combining it with group personal accident, adds a 20% loading; medical expenses are limited to UGX 5 million and funeral expenses to UGX 3 million unless you pay extra.

If a broker or agent arranges the cover, their commission is paid by the insurer out of your premium and capped by regulation: 25% for fire classes, 20% for burglary, public liability and workers' compensation, 13% for comprehensive motor (S.I. 2023 No. 88).

How to get and compare business insurance quotes

  1. List what you want to insure, with values: buildings, stock, equipment, cash, and your monthly payroll split by the kind of work each employee does.
  2. Describe the activity precisely. The rate follows the occupancy and the staff class, so a carpentry workshop described as a shop gets the wrong quote — and the wrong answer when it claims.
  3. Ask two or three licensed insurers or brokers. Check them on IRA's list of licensed insurers.
  4. Compare line by line: the rate and sum each one used, the excess, the extensions included, the limits for medical and funeral expenses on workers' compensation.
  5. Be wary of a quote below the minimum rate without IRA's written approval: respondents to IRA's study linked undercutting to insurers failing to pay claims. If an insurer does not pay, you can complain to IRA.

How much does business insurance cost in Uganda?

It depends on what you insure and your activity. IRA's minimum rates for fire cover run from 0.125% of the sum insured (offices, hotels) to 0.3% (bakeries, carpentry workshops), with a UGX 100,000 minimum premium; workers' compensation runs from 0.25% to 0.65% of five years' earnings.

Is business insurance compulsory in Uganda?

Workers' compensation cover is: section 18 of the Workers Compensation Act requires every employer to insure and keep insured against its liability. Fire, burglary and liability covers are not required by that Act.

Can an insurer quote below IRA's minimum rates?

Not without IRA's prior written approval, according to IRA's study of the minimum rate guidelines. Only the discounts the guidelines list — for example for very large sums insured — are allowed.

Do minimum rates apply to staff medical insurance?

No. IRA's November 2023 study report states that no minimum premium rates apply to life and medical insurance in Uganda.
