Why it matters: the police figures
From the Uganda Police Annual Crime Report 2024:

In 2025 road deaths rose to 5,383, and motorcyclists (riders and passengers) were 55% of the seriously injured (2025 report).
Passengers and the UGX 1 million limit
The Act covers death or injury to "another person" and excludes only the insured's employees (s.3(b)); a passenger carried for hire cannot be made to waive that protection (s.14). IRA confirms that third-party cover is mandatory for any vehicle, van or motorcycle and that a passenger is a third party.
But the statutory limit is UGX 1 million per person and UGX 10 million per accident (reg. 4). The rider is not covered. For the rider's own injuries, ask about personal accident cover.
