Taxis, buses and private hire vehicles in Uganda pay a third-party premium set by regulation plus an amount per passenger seat — for a taxi up to 2,000 cc, UGX 32,605 + 3,915 per seat. Using a vehicle without the insurance required for that use is an offence under the Traffic and Road Safety Act. The current cover does not protect the driver.
The reform IRA is pushing
In July 2025 IRA told taxi operators that the current law covers third parties but not the driver, and that the reform aims to raise the limit from UGX 1 million to at least UGX 10 million per death and to cover drivers on a no-fault basis. It is not law yet.
