Health insurance companies in Uganda

Who sells medical cover, from IRA's 2025 figures

Short answerChecked 28 October 2026
In IRA's 2025 figures, 12 licensed companies wrote medical (health) insurance in Uganda: 4 life insurers (Jubilee Life, Liberty Life, Prudential, Sanlam Allianz Life), 7 non-life insurers (AAR, APA, CIC General, GA, ICEA Lion General, MUA, Old Mutual General) and one health membership organisation, Case Med Care. Together they wrote UGX 460,020.8 million of medical premium — 22.7% of all insurance premium in the country (our calculation). Any of them is legal to buy from; none is "the best": compare the limits, waiting periods and hospital network of each plan.

The companies that wrote medical insurance in 2025

From IRA's Q4 2025 industry workbook (Non life, Life and HMO's sheets, gross written premium for the year), in alphabetical order. Names are as IRA prints them in the workbook:

CompanyLicenceMedical premium 2025 (UGX million)

Totals: UGX 267,305.0 million written by life insurers, 162,656.2 million by non-life insurers and 30,059.6 million by the HMO. The industry wrote UGX 2,024,584.8 million in all in 2025, so medical cover is about 22.7% of the market (our calculation). Jubilee Life alone wrote 27.6% of all medical premium (our calculation).

A premium figure measures how much business a company writes, not how well it pays claims. Tulinde does not rate insurers. Each company's profile shows its other regulator figures: Jubilee, Old Mutual, Prudential, AAR, Sanlam Allianz, Liberty, ICEA LION.

Insurer, life insurer or HMO: does it matter?

The Insurance Act, 2017 (section 35) creates separate licences: an insurer's licence, a reinsurer's licence, an HMO licence that "authorises the holder to provide health benefit plans to persons resident in Uganda only", and a micro-insurance licence. Medical cover is therefore sold through three doors:

  • Non-life (general) insurers — AAR, for example, is listed by IRA as AAR General Insurance Uganda Ltd and reported all of its 2025 premium as health and medical.
  • Life insurers that write health business alongside life policies — in 2025, health was half of Jubilee Life's premium (UGX 126,969.7 million of 253,827.0 million).
  • Health membership organisations — prepaid health plans. IRA's 2026 list authorises one HMO, CASE Med. HMO premium fell from UGX 69,896.0 million in 2024 to 30,059.6 million in 2025 (IRA workbook, Summary sheet).

For you the rules are the same: the company must be on IRA's list, you pay the company (or its agent or broker in the company's name), and a complaint goes to the insurer first, then to IRA. The 2026 list of licensed insurers is in insurance companies in Uganda.

What the companies publish about their plans

Prices are not published by IRA: no minimum premium rates apply to medical insurance, so each insurer sets its own (IRA study report). What some insurers state on their own pages, seen on 28 October 2026:

Insurer and planWhat the insurer says
Old Mutual — SerenicareOutpatient, inpatient, dental and optical; overseas referral to India and Nairobi; covers pre-existing chronic conditions; for individuals, families and companies under 10 staff. Waiting periods: 30 days outpatient, dental and optical; 1 year for chronic or pre-existing conditions and for maternity (Old Mutual).
Jubilee — J-Care and J-ArmorIndividual, family, junior, senior and corporate plans; J-Armor is an inpatient rider with printed premiums — details in our Jubilee health insurance guide.
Prudential — health insuranceGroup plans through employers and individual plans; describes a lump-sum payout on detection of major illnesses such as heart attack or cancer, without medical bills (Prudential).

A lump sum paid on diagnosis (Prudential's description) is a different product from a plan that pays the hospital: ask which one you are being offered.

How to compare medical insurance companies

  1. Limits — the inpatient and outpatient limit per person and per family, and the sub-limits (maternity, dental, optical, chronic conditions).
  2. Waiting periods — Old Mutual, for example, publishes 30 days and one year; ask for each plan's periods in writing.
  3. The hospital network — whether the card is accepted at the hospitals near you, and what happens outside the network.
  4. Exclusions and co-payments, and what changes at renewal.
  5. Claims rules — under IRA's claims guide an insurer must acknowledge a claim within 3 working days and pay within 10 working days of the signed discharge for amounts up to UGX 10 million.

Frequently asked questions

Which companies offer health insurance in Uganda?

In IRA's 2025 figures: AAR, APA, Case Med Care (HMO), CIC General, GA Insurance, ICEA General, Jubilee Life, Liberty, MUA Insurance, Old Mutual General, Prudential and Sanlam reported medical premium.

Which is the biggest medical insurance company in Uganda?

By 2025 medical premium reported to IRA, Jubilee Life (UGX 126,969.7 million), then Old Mutual General (80,796.6 million) and Prudential (60,159.9 million). Size is not a measure of service or claims payment.

What is the cheapest health insurance in Uganda?

There is no official price list: IRA sets no minimum rates for medical insurance and each insurer prices its own plans. Compare quotes for the same limits and waiting periods; a cheaper plan often has lower limits or a smaller network.

Is an HMO the same as an insurance company in Uganda?

No. An HMO holds a separate licence under section 35 of the Insurance Act to provide health benefit plans to people resident in Uganda; it is supervised by IRA like an insurer. CASE Med is the authorised HMO for 2026.
