The yellow card is accepted in 13 countries: Burundi, DR Congo, Djibouti, Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Sudan, Tanzania, Uganda, Zambia and Zimbabwe. It covers bodily injury, death and property damage to third parties; emergency medical treatment for the driver and passengers is optional.
In Uganda
Uganda Re is the national bureau and launched a free USSD check that works without internet: *284*8070# (Airtel, MTN, Africell). Border officers are trained to use it (Uganda Re).
The yellow card does not replace cover for your own car (a comprehensive policy is limited to Uganda unless extended — +20% for East Africa under IRA's guidelines, see comprehensive costs) or medical cover for you: for that, see travel insurance for trips abroad.

Neither IRA nor Uganda Re publishes a yellow card price: it is quoted by the issuing insurer, depending on the vehicle, the countries and the period. Ask the insurer to show the premium and levies on the quote, and verify the card on *284*8070# once issued.
Is the yellow card the same as travel insurance?
No. The yellow card covers your liability as a driver in other COMESA countries (third-party injury, death and property damage). Medical cover for a trip abroad is separate travel insurance.
